The State System of Higher Education’s operational review will be led by a Colorado company. The State System has signed a $396,000 agreement for the National Center for Higher Education Management System, which is expected to make its recommendations late this summer.
Chancellor Frank Brogan and the Board of Governors initiated the review after Brogan in January said the current operational model is “unsustainable”. Faced with a $79 million deficit this year and declining enrollment for the last seven years, the State System review will be a comprehensive examination of the model by which IUP and the thirteen other state-owned universities operate. It will even include an analysis of whether all fourteen universities should remain open, or if some should close or be merged. Other areas of concern are the program offerings, infrastructure, spending, and enrollment.
Board of Governors Chairwoman Cynthia Shapiro called the State System review an “opportunity for bold, strategic thinking” that can help shape the future of the universities.
