PennDOT is now accepting unsolicited transportation project proposals from the private sector through April 30th.
PennDOT’s Office of Public-Private Partnerships, or P3, invites private companies to submit innovative ideas for improving roads, bridges, rail, aviation, and port infrastructure. Proposals can also suggest new ways to manage current transportation services more efficiently. This opportunity applies to both PennDOT-owned assets and, with board approval, non-PennDOT-owned projects like transit authorities and the Turnpike Commission, which may have their own timelines. Under Pennsylvania’s P3 law, the state can partner with private companies to deliver, maintain, or finance transportation projects. A seven-member board reviews all submissions and can greenlight competitive bidding if a private firm offers a more cost-effective solution.
The current submission window closes at 11:59 PM on April 30th. The next opportunity opens in October. Full details are available on PennDOT’s P3 website.
